Emissions trading breakthrough heralds 'birth of carbon economy'

 

The world's first international emissions trading scheme is on track to start in January 2005 after the European Parliament approved a compromise deal with the Council of Ministers. The final text contains several important measures to toughen and clarify the Directive.
