Companies under the EU emissions trading scheme will be able to use credits from overseas emission reduction projects to meet their targets, under a proposed EU Directive issued in late July.1 The European Commission says the proposal will greatly reduce compliance costs and halve the cost of EU emission allowances - but environmental groups claim that it may flood the market with cheap credits from projects of dubious environmental integrity.
