Ministers mull over car CO2, REACH and use of Kyoto credits

Environment Ministers met just before Christmas to discuss a range of issues including progress on reducing car CO2 emissions, the use of project credits under the Kyoto Protocol in the EU emissions trading scheme, the REACH reforms of chemicals policy and changes to bathing water standards. However, little concrete progress was made.
