Dark mutterings from British businesses about the way in which EU legislation is implemented in other Member States are nothing new. Other countries frequently fail to implement EU Directives fully into national law, the complaint goes - and even if they do so, implementation and enforcement is patchy. The result is that the UK - in this world view seen as a stickler for the letter of the law - ends up disadvantaging its own beleaguered industry.
