Companies under the EU emissions trading scheme may be able to use credits from the Kyoto Protocol's "project mechanisms" from 2005 regardless of whether the Protocol comes into force. However, Governments and the European Parliament still need to resolve several fundamental issues if they are to reach agreement on the so-called "linking" Directive before the Parliament dissolves at the start of May.
