Slow progress on CO2 from cars adds to doubts on climate strategy

Carbon dioxide emissions from newly registered cars in the UK continued to fall during 2003 - but at the slowest rate for five years. The Government now admits that improved car efficiency will save much less CO2 than it originally expected.
