Barnet makes recycling compulsory

Over 25,000 households in the London Borough of Barnet face the prospect of £1,000 fines if they "persistently and deliberately fail to recycle". The borough says it will fine residents who do not put anything in their black recycling boxes, meant for cans, paper and magazines, glass bottles and jars.
