The Northern Ireland administration broke ranks with the rest of the UK on 14 April by proposing the designation of the whole of the Province as a nitrate vulnerable zone.1 The move is a tacit acknowledgement that the approach taken in Britain to implementing the 1991 EU Directive on nitrate in agriculture is fundamentally flawed. Plans for new controls on phosphorus losses from farms have also been announced.
