The EU institutions have reached agreement on the fourth and final daughter Directive on air quality. The final text restores "target values" for three heavy metals and polyaromatic hydrocarbons (PAHs) - but makes plain that industrial sources will not be expected to go beyond the "best available techniques" (BAT).
