Government 'looks to do more' in climate change programme review

The Government is seeking views on a range of possible measures to get it back on track for its domestic target to reduce carbon dioxide emissions, including an extension of the UK emissions trading scheme beyond 2006.1 The review opens up awkward questions about the meaning of a national target in a world of international carbon trading.
