The Budget paves the way for "radical reforms" to reduce the burden of regulation on business. The Environment Agency has won plaudits for its risk-based approach to enforcement - but a raft of measures to discourage new regulations and avoid "gold-plating" are likely to overshadow environmental policy-making.
