The implementation of the EU water framework Directive passed a significant milestone at the end of March as the Government bundled 13 substantial documents off to the European Commission.1 Key debates are emerging over how diffuse polluters might contribute to the cost of reducing water pollution and how the Directive will mesh with the water industry’s investment planning process.
