A move away from "grandfathering" of emission rights and greater harmonisation between Member States in the second phase of the EU emissions trading scheme have been floated by the Environment Department (DEFRA). It has also applied to the European Commission to allow 333 installations under climate change agreements (CCAs) - one third of the total in the UK - to opt out of the scheme’s first phase.
