EU leaders have beefed up the emphasis on sustainable development in the re-launched "Lisbon strategy", which has previously focused strongly on boosting economic growth and employment. They also agreed a yardstick for cutting greenhouse gas emissions by 2020, but sent a proposed Directive on the services sector back to the drawing board after Germany voiced fears over its environmental implications.
