Agency mulls 'bubble' approach to regulating refineries under IPPC

The Environment Agency is considering a new, more flexible approach to setting emission limits in guidance for the oil and gas refining sector under the integrated pollution prevention and control (IPPC) regime. The so-called "bubble" approach sets limits for whole sites, giving operators more flexibility in how to achieve them.
