Scottish marine renewables plan 'opens a can of worms'

The Scottish Executive plans to offer extra support to marine renewables from 2007 in the form of additional renewables obligation certificates (ROCs). The case for more support is widely applauded - but the renewables industry fears that the move could destabilise the obligation and hit investor confidence.
