Report sees only 'modest' benefits in plastic bag tax

A plastic bag tax will only have "modest" environmental benefits unless it is extended to include paper bags, a report for the Scottish Executive says. However, UK Food and Farming Minister Lord Bach told the House of Lords that the report shows there would be "a broad environmental disbenefit" from introducing the tax.
