After months of wrangling, the European Commission has published the first of its seven "thematic strategies" on the environment, covering air pollution to 2020. The Commission plans to streamline air quality legislation and introduce a radical new approach to reducing exposure to fine particles. But the strategy is much less ambitious than expected - and waters down existing air quality standards.
