Chemical firms mount first legal challenge to REACH regulation

In the first legal challenge to the 2006 EU Regulation on the registration, evaluation and authorisation of chemical substances (REACH), chemical firms have persuaded the High Court to refer key questions about the validity of provisions to the European Court of Justice for authoritative determination. However, the Court was not convinced by arguments that the general requirements were discriminatory and disproportionate in respect of chemical importers.
