Unlucky year 13 for home energy efficiency law

 

In 1995 Parliament passed an Act giving local councils the leading role in boosting the energy efficiency of Britain’s homes by 30% by 2011, saving millions of tonnes of CO2 emissions a year. Now the government plans to repeal it.
