Most sectors get free EU ETS allowances after 2012

Few economic sectors are likely to miss out on free allocation of CO2 emissions allowances in phase III of the EU ETS, according to proposals before the European Commission. This will leave declining caps and developing benchmarking criteria to ensure the scheme’s environmental integrity.
