EU to ring-fence clean coal allowances

EU member states have approved rules allowing the ring-fencing of funding from auctioning 300 million EU emissions allowances in phase III of the EU emissions trading scheme (EU ETS) from 2013. Funding will be given to carbon capture and storage (CCS) demonstration projects and new renewable energy technologies.
