Industries tend to follow a model in forming a relationship with the public over environmental issues. One-way communication is the first phase, generally involving assertions that the industry concerned should be recognised for its essential contribution to the quality of life, and assurances that standards are high but for a few cowboys who will soon be winnowed out.
