IPPC consensus elusive for refineries

 

Disagreements between Member States over the "best available techniques" (BAT) for oil and gas refineries have dogged the preparation of guidance under the 1996 Directive on integrated pollution prevention and control (IPPC). The latest draft contains many unresolved issues, and struggles to address the integrated nature of refining processes.
