Debate on how to ensure co-operation on waste management between district and county councils continued in April as the House of Commons considered the Waste and Emissions Trading Bill. Ministers have now offered a compromise under which councils in two-tier areas will be ordered to draw up joint municipal waste strategies - but with an exemption for those which can show they are on course to meet their statutory recycling targets.
