EC faces failure on CO2 stabilisation goal

The EC could miss its objective of stabilising its carbon dioxide emissions at 1990 levels by 2000 by 4%, according to an analysis by the European Commission. Its conclusion is likely to provoke renewed debate about whether a Community mechanism is needed to share the burden of emission reductions among the Member States.
