Government looks to acid gas trading for large combustion plant

In a "finely balanced" decision, the Government has proposed using a "national plan" rather than fixed emission limits to implement the 2001 EU Directive on large combustion plant.1 The Environment Department argues that a national plan, supported by trading in emissions of acid gases, would probably be cheaper and require smaller reductions in emissions.
