The introduction of regulations on "essential requirements" for packaging design has brought about environmental improvements, according to a report for the Department of Trade and Industry.1 But the true picture is obscured by the lack of a national monitoring and enforcement programme - and there is little evidence that smaller firms are assessing packs against the requirements.
