Leading questions on the future for water
Water companies are consulting their customers about what they will be willing to pay for improved services after 1995 in anticipation of the Office of Water Services (OFWAT) fixing limits on water prices into the next century. But their joint handling of the issue has stirred concerns that the process of customer consultation is being used as a weapon to stave off water quality improvements which have been promised by successive governments since the end of the 1970s.
