Tories take up the cudgels on emissions trading allocation

The Conservatives have taken up business' complaints over the EU emissions trading scheme, accusing the Government of "gold-plating" and threatening the UK's competitiveness. Environment Minister Elliot Morley responded with a stout defence of the need to avoid over-generous allocation to industry.
