New powers proposed to combat fly-tipping

The Environment Agency and local authorities could be given powers to issue £300 penalty notices for failure to produce waste transfer notes or carrier registrations, according to a draft fly-tipping strategy issued by the Environment Department (DEFRA) in late February.1 The maximum fine in magistrates courts could be more than doubled to £50,000.
