Ministers agree air pollution rules, but row again on climate change

New rules on hazardous waste incineration and emissions from petrol stations and vans were agreed at the EC Environment Council on 28-29 June. But the meeting brought little progress on measures to control ozone depleting chemicals, climate change and packaging waste.
