Dismal fate for EC plan on greenhouse gases

The EC's programme to combat global warming is in trouble after three legislative proposals were severely watered down in June and no headway was made on the proposed carbon/energy tax. The subsidiarity doctrine has been invoked to potent effect to obstruct progress on the tax and cut back the European Commission's plans for promoting energy efficiency and sharing out the burden of abating carbon dioxide emissions among Member States.
