Landfill trading regimes set up in England, Scotland and N Ireland

Draft regulations setting obligations for English local authorities and landfill operators under the landfill allowance trading scheme were laid before Parliament in October.1 With regimes set out by each of the four UK administrations, it is now clear that each will set a different figure for the biodegradable content of municipal waste. Meanwhile, the Government has said that it does not expect councils to finalise their joint municipal waste strategies by the statutory April 2005 deadline, merely to produce a brief statement describing steps to work together.
