DEFRA looks to voluntary action to salvage UK emissions market

Six major companies in the UK's domestic emissions trading scheme have volunteered hefty additional emission reductions. The move averts the threat of regulatory intervention by the Environment Department (DEFRA) - but does not appear to be sufficient to prevent over-supply of allowances from crippling the market.
