Livingstone flexes muscles on incineration policy

West London Waste Authority's plans to incinerate some of its rubbish have been put on the back foot after the Mayor of London directed it to draw up a "sustainable" waste strategy. The direction - the first of its kind - stops WLWA putting its waste out to tender.
