Housing Act brings U-turn on energy efficiency target

The Government has enshrined its commitment to a 20% improvement in domestic energy efficiency by 2010 in the new Housing Act - but only after a back-bench rebellion in the Commons. The Act also paves the way for home energy certificates to be produced for all house sales, implementing part of the EU Directive on energy performance of buildings.1
