Controls on agricultural wastes finally emerge

Long awaited draft regulations to introduce controls on agricultural wastes in England and Wales were issued for consultation by the Environment Department (DEFRA) in December.1 Unlicensed farm landfills and the open burning of farm plastics and other wastes will be banned as soon as the regulations come into force - but some wastes will continue to be burned in "drum" incinerators for a transitional period. DEFRA also seeks views on either a statutory or voluntary scheme for the collection of non-packaging plastics.
