Scottish Executive revises plans for water regulatory controls

The Scottish Executive has comprehensively overhauled its plans for a three-tier system of regulatory controls for activities affecting the water environment. In particular, the scope of a proposed new registration system for less damaging activities now looks set to be severely curtailed, while a new class of licences for low-risk activities is on the cards.
