Tories and Green Alliance press for new market in energy efficiency

The energy efficiency commitment (EEC) on household energy suppliers should be opened up into a fully-fledged market mechanism, and extended to business as a replacement for the climate change levy, the Conservative Party has proposed. Environmental groups are also pushing for a wider use of such tradable permit schemes.
