Agency grapples with new entrants to emissions trading scheme
The process of dishing out allowances to new entrants under the EU emissions trading scheme is proving more complex and time-consuming than initially hoped. But the reserve seems certain to have a healthy surplus that is likely to be sold at auction - though the Government has yet to decide how to use the revenue.
