Noise abatement zones "failing to meet objectives"

Noise abatement zones (NAZs) have failed to meet their objectives and have fallen into virtual disuse since they were introduced in 1976, a study for the Department of the Environment (DoE) has concluded. But the Government's promise three years ago to devise more effective procedures in NAZs appears unlikely to bear fruit in the near future.
