Tories and Lib Dems press to create climate change consensus
The two main opposition parties have called for a cross-party agreement to tackle climate change, backed by statutory annual carbon reduction targets. The overtures received a cool reception from environment secretary Margaret Beckett - who also tried to play down fears that the prime minister is warming to the Bush administration's approach.
