Court rules that sewage sludge treatment is covered by PPC

The High Court has decided that various forms of waste treatment plant operated by a statutory sewerage undertaker fall within the requirements of the pollution prevention and control (PPC) regulations. The case has raised complex questions of overlap with other regulatory regimes as well as the interpretation of European Community law, but the result will be largely welcomed by the Environment Agency and others who wish to see the PPC regime as a core harmonising set of regulations in the environmental field.
