UK keeps others guessing with EUETS allocation plan
The government has abdicated its leadership role in the EU emissions trading scheme and is waiting to see the emission cuts set by other member states before setting a UK cap for the second phase. The draft national allocation plan (NAP) reveals that between 2% and 10% of allowances for 2008-2012 will be auctioned and, as in phase 1, electricity generators will bear the brunt of the emissions reductions.
