Climate review gives overseas projects a role in meeting 2010 target
New measures in the government's review of the climate change programme will only deliver cuts in carbon dioxide emissions of between 15% and 18% by 2020.1 The EU emissions trading scheme (EUETS) is the main vehicle for achieving cuts, but this opens the door to reductions from abroad counting towards UK targets.
