Dispute on sewage clean-up comes to the boil

The Government's claim that its decision to block a long-promised clean-up of some of Britain's most polluted rivers and estuaries was forced on it by the unexpectedly high cost of an EC Directive on sewage treatment has been dealt a devastating blow by the European Commission. And as plans for implementing the Directive draw close to completion, the National Rivers Authority (NRA) has warned that a large and widening credibility gap is opening up in the Government's water pollution control policy.
