Government clings to overseas credits to meet CO2 targets

The government has brushed aside MPs’ concerns that the UK will rely too heavily on buying overseas greenhouse gas abatement credits to ‘meet’ its carbon emissions reduction targets. But it agrees that the EU emissions trading scheme’s third phase should permit more allowances to be auctioned.
