A bleak mid-term progress report

The Government's third progress report on the 1990 White Paper on the environment was published in May.1 Several months late, it provides a less than frank account of many promises going unfulfilled, while the lack of firm new commitments for the future points to a move away from the accountable system of annual reporting which was being trumpetted two years ago as a unique UK initiative on the international scene.
