Holes open up in CO2 strategy

The Government's strategy for curbing the UK's emissions of carbon dioxide is just four months old - but several of the main planks are already starting to look decidedly wobbly. Challenging targets set for the Energy Saving Trust (EST) are under severe threat because of continued wrangling with the gas and electricity regulators over funding. Meanwhile, the Government's claim that the imposition of VAT on domestic fuel will reduce consumption are being undermined by its parallel efforts to reduce prices through the regulation of the privatised energy utilities.
